Considerations as to how the international refining industry will react to the proposed IMO changes, in particular in the context of potential restructuring in the industry.
An evaluation of the feasibility of a switch from residual fuel oil to distillate as bunker fuel in terms of refining investments so as to implement the IMO recommendations within the specified time frame.
Future sourcing of low sulfur residual and distillate fuel.
Potential structural changes in the marine bunker industry.
Please see below an extract from the 100-page/45-table study:
“Compliance with the IMO recommendations will necessitate a considerable amount of new investment and changes in operations, both on land and at sea. The main battleground will be between the refiners and the ship owners as to which group will have to make the required investment. Behind these two groups will be the politicians and lawmakers, who will be responsible for establishing the national dimensions of the time-scale and areas within which the consumption of the new marine bunker specifications will be mandated and for enforcing compliance with the regulations.”
Potential Impact of IMO Proposals Relating to Marine Bunkers

Our latest annual World Refining Outlook appears at a time when the industry is facing immense operating difficulties. The combination of a cyclical upturn in new capacity and the after-effects of the global recession have left the sector with the largest overhang of spare capacity since the early 1980s. In the mature markets the prospects of flat or declining oil demand, increasing biofuels supply and environmental costs threaten to bring about a period of restructuring, which is expected to lead to plant closures and changes in ownership.
This pressure will intensify as refiners in the East continue to invest for growing domestic oil demand and anticipated export markets, but poor operating profitability will affect all regions and questions must be raised about whether these policies will prevail in such a climate.
Specific issues covered in this year's Study include:
The projected changing volume, composition and quality of the oil demand barrel through 2020.
The potential impact of the new IMO marine bunker quality specifications.
Projected post-recession regional non-OPEC and OPEC upstream oil capacity and production, with indications of quality changes.
The effect of the mandated increases in the production and blending of biofuels.
Detailed assessments of anticipated refining capacity additions, based on plant-by-plant analysis.
An evaluation of the amount and location of most likely refinery closures.
Resulting regional oil product balances and the implications for refining operations in order to reconcile the global and regional imbalances.
Projected international benchmark crude prices and main products price differentials in the four major oil refining centers.
The report will include a discussion of the key issues confronting the industry and draw conclusions regarding the strategic implications for the different sectors of the business. As in the past, the study will be supported by a detailed statistical supplement.
Please note: The Annual World Oil Refining Outlook is available in PDF format. FGE clients are entitled to a 15% discount.
The outlook for China’s downstream oil sector is a comprehensive study for understanding the downstream refining industry, oil demand, petroleum product balances, and trade and investment opportunities for the country as a whole as well as on a province-by-province basis.
Specific issues covered in the Study include:
The continuance of oil as an indispensable source of energy in China.
The dominance of national oil companies (NOCs) in China’s Oil Industry.
China’s strategy and investments overseas given stagnant domestic production.
The impact of potential refining over capacity.
The considerable product imbalances that may result from various demand growth trajectories.
Investment opportunities as a consequence of infrastructure requirements and price reforms.
The potential for China to emerge as the center of global oil demand.
The provinces as unique marketplaces and the investment opportunities, which may develop.
The rapidly-expanding refining industry means China will likely be a net exporter of selected refined products over the long run but its overall oil imports are huge and increasing quickly. China is facing new challenges today in the oil sector. It is running into issues of overcapacity of manufacturing industries, including perhaps the refining sector. How will China prevent domestic oil production from declining by 2025? How will China deal with the massive refining buildup in the short term and over the long run? Where will China secure supplies for its growing appetite for crude oil: Middle East, Africa, South America, Central Asia, etc.? Will the oil price regime remain sustained? Will higher oil prices dampen the growth of petroleum product demand? How will the huge uncertainties of China’s future oil demand affect the oil business? What are China’s impacts on the regional and global oil demand, refining business, and oil trade? Which regions and provinces have the highest growth in oil demand and largest oil import requirements? These questions will be addressed in greater detail in the study.
Please note: The study, "Outlook for China’s Downstream Oil Refining Sector and Market Developments to 2025" is available in PDF format. FGE clients are entitled to a 15% discount.

The China Petroleum and Gas briefing (CPGI) provides extensive coverage of China’s oil and gas markets dynamics in the Asia Pacific regional and global contexts with a special emphasis on downstream refining, the future outlook of oil demand, supply, and trade, natural gas sector developments, LNG imports, and other key oil and gas issues in China.
CPGI will be highly relevant for all senior management, business developers, traders and analysts, corporate/strategic planners, investment bank project managers and executives responsible for China markets.
The LNGA conference is an annual forum that is highly relevant for senior decision makers responsible for LNG & natural gas from gas producing, consuming, marketing and distribution groups from both corporations and government. Known for its prestigious speakers and participants, this event provides the opportunity to engage with ministers and industry executives on key industry topics. In addition, the companion LNGA workshops provide a further opportunity for in-depth examination into timely and important topics, which in 2010 included purchase agreement negotiations and current market fundamentals.
Internship & Training
Over the years, FGE has developed a reputation as the leading oil and gas industry analyst, focusing on both Global and East of Suez oil and gas markets. This program provides an opportunity for a small, select group of individuals to join FGE for an extended time period to work with the methodologies and tools FGE uses to analyze these markets.
While the program is directed by FGE, a substantial portion of the work will be done on an individual basis, and thus it is very important that participants are self-motivated and willing to work on their own. The participants and their supervisors should have clear objectives in mind as to what they want to accomplish during the training period.
Objectives
The program has three primary goals:
Participants will become fully familiarized with the analytical techniques used to develop the information presented in the FGE Oil and Gas Databooks;
Participants will gain a deeper understanding about the most pressing issues facing the East of Suez oil and gas markets; and
Participants will learn to analyze topics independently using the best data available. They will also develop the ability to make judgments about the effectiveness of alternative analytical approaches.
Outline of the Program
The choices of programs typically vary in length from three to nine months (however, the duration of training may be adjusted to the client's needs) and location will be dependent on specialization of training undertaken.
The program is organized around the FGE Databooks and other research reports. Each week participants will meet with senior staff members who will share their expertise in a particular area of the Databooks. Together they will develop a supervised work-study program tailored to the needs of individual participants. This could include readings, computer applications, case studies, etc. The participants will also meet with Dr. Fereidun Fesharaki, schedule permitting, for a discussion of pertinent issues. All materials will be provided by FGE, including tailor-made computer models. Dr. Kang Wu, Senior Advisor, will serve as coordinator of the program. Selected senior staff members will also participate, and Dr. Fereidun Fesharaki will oversee the program.
Costs and Other Information
This program is not intended to be a revenue generator for FGE. Its primary purpose is to familiarize participants with FGE products and tools, especially the Databooks. FGE staff will work with participants on an individual level, and thus the group size must be kept small, that is, ideally two participants per retainer client at a time (though larger groups may be accommodated). The ideal participant is a mid-level analyst or manager with at least three years of experience. Priority will be given to FGE official contact person(s) and/or persons who work for or with them in the retainer client office. Participants should be comfortable doing some computer work that is quantitative in nature. The fees are intended to cover primarily administrative and program development costs and participants will not be billed for time spent with FGE staff. Please note that while FGE is happy to help make arrangements for housing and other needs, all living expenses and incidentals (including telephone calls, faxes, etc.) will be at the participants’ expense.
Application Process
There are a large number of applicants to this program, and unfortunately, because FGE can only accommodate a limited number of participants, admission cannot be guaranteed. We ask that applicants be nominated by their supervisor through an official FGE contact person. Supervisors should send a letter outlining their expectations and applicants should send a CV describing their background and qualifications. FGE will review each application and inform the individual as to whether he or she is admitted into the program.
Past Participants
Past participants in this program include: Saudi Aramco, Kuwait Petroleum Corporation, LG-Caltex, SK Corporation, Korea National Oil Company, Showa Shell, Idemitsu, Petronas, Pertamina, Cosmo Oil, Cosmo Research Institute, Petroleum Authority of Thailand, National Iranian Oil Company, Indian Oil Corporation, and SINOPEC.
In-House Training
FGE has in the past run numerous in-house training programs for clients ranging from one day to a few days, depending on the needs of the client. In-house training programs are sometimes preferred as it gives training exposure to as many employees as the client deems necessary. The client will provide all the necessary materials and space for the program.
